Posted OBD code that O2 sensor was stuck low. Confirmed that it read close to 0 volts, but actually the sensor is going 0V rail to 1.2V rail periodically with occasionally operating normally in the middle around 0.3v to 0.8V as expected.
Downstream O2 sensor seems to be working normal.
Will look for shorting of wires, but not expecting that is the source of this kind of behavior. Would have expected a solid failure one way or the other.
Has anyone observed oxygen sensing fluctuations back and forth between extremes?

What I call a lazy sensor. They'll switch then stop then start repeatedly.
