OK, that may explain it then. I've owned a litany of Fords but I've never seen a jumper. However, if they're not common on Fords, then that may explain why I'm not familiar with them.

I looked and do not see a brush on the shaft. On a truck without cruise, they have two brushes behind the steering wheel, one of them is voltage in, the other voltage out to the horns, no ground needed. On a truck with cruise, there is a dedicated ground brush. So I suppose the ground brush is right behind the steering wheel. So there no extra grounding rubbing block down in the column. It's a brush up behind the steering wheel.
