Here are mine on my 24 F350 Plat Tremor with 600 miles. Left Town and noticed the engine light on in the dash, which tuned out to be a PCM-PO384 code (Glow Plug control module). Then i thought the windshield was fogging up at first. Nobody flashing me all the way home, but those fingers sure are distracting.

The truck is a 2024 with 600 miles so I'm guessing it's factory lighting. Looks to me like the lights are just misadjusted. So yeah, they should take the guy's truck away. WTF. Pretty good chance it's not intentional.
Had the same thing happen with a 2019. Brand new off the lot the headlights were adjusted as high as they could go. Discovered this when I went to adjust for towing a trailer on vacation.

HOWEVER there is something up with bright lights and it seems to be mainly Fords. I have 2 Ford trucks pass me that pass me every morning with some lights that look just like that. Whatever people are doing to lights is nonsense. It is really dangerous and completely selfish of whatever it is these people are doing to lights.

That's why you don't run highbeams in fog or rain.
Notice that the fingers only exist close to you, and the beam blend more the further out it gets. I don't know where your camera was located but it is possible the beam is aimed okay but the perspective makes the beam look like it points up more than it actually is.
When there is no fog, do the high beam lights cast light toward the horizon or above the horizon? If you want to be sure, take it to a reputable independent auto shop with a beam setter so they can check if the light was misaimed from the factory.

You drive a Ford so you're aware. But I think a lot of other people on the road believe that we have high beams on all the time because they see all 4 lights coming at them. It doesn't seem to be as much of an issue as it used to be. So maybe people are getting used to it. But that's only a guess on my part. Or maybe it's because headlights on almost everything are so much brighter today.
I do not think my Ford has the LED lights and I have only drove for 1 hour in dark, I have not much experience with them. I do not recall them being too bright and have not used fog lights.

4 light is high beams on mine. I just went to mine and verified that top lights only until I hit high beam, then all 4 come on.
