Likely the TED cooler/heater module is bad. Still is a guess, has to be diagnosed. Could be bad wiring too.

I have a 2011 Lariat package with heated and cooled seats, I never hear the motor on heat only on cool, I had a problem where the seat was going into cool mode when heat was selected and it turned out to be a bad connection under the passenger front seat, It seems the connection for both seats starts under the passenger side seat and these have a tendency to overheat and melt the connectors, I replaced mine and have not had a problem since...but I did hear the fan and it was blowing cool air thru the perforated leather seats when it was malfunction and in heat mode
