Looks like a vacuum check valve. It appears to control part of the warm up shutter.

Thanks, I do not have any of these valves or whatever they are on my air cleaner vacuum hoses.
I was wondering what role they played.

It may just be a delay to keep the flapper from opening and closing with throttle movement.
