I've done it both ways. In 2018, I removed the bed. A couple of months ago, I lowered the front tank.
Because the nuts wouldn't loosen from the bed bolts, removing the bed took longer than lowering the tank. I had to grind the heads off of some of the bed bolts and I sawzalled two of the bolts in half, between the frame and the bed.
To lower the front tank, I siphoned the fuel out through the filler neck. Then I put two friction style ratchet straps under the tank. Once the tank strap nuts are removed, it's easy to lower the tank by loosening the ratchet straps.
Once it's lowered some, the electrical, fuel line and EVAP connections are accessible.
If I have to do it again, I'll lower the tanks rather than lift the bed.
