I guess the pulley & water pump snout have to line up ? I see threads on back side is what has me so angry.........I guess these are not the threads I need to screw into first !!! I don't know .
It is always some dumb .........problem........................ oh..........me............
Calmed down & I got a bolt fairly easy with an awl lining up a hole and rest was fairly easy . Put a little oil on the bolts after wire brushing them & wiping off dirt............
For next time, there will be a next time
Get a bolt that will thread into 1 of the holes that is a little longer than the factory bolts and cut the head off then cut a slot across it for a screw driver.
Now thread this into 1 if the holes now you can install the parts on the water pump using that bolt you made to line it all up and get the other bolts started.
Once you have the other 3 in use a sscrew driver to remove that bolt you made and install the last bolt.

I tried something similar already but quickly realized that it will not work because there is a 3" spacer between the fan & pulley
Your method my work but I had pretty good luck with the awl . I was very careful not to hit the radiator , but the cardboard idea I will probably do with using the awl
