It's not like a jake brake. It slows the exhaust gases at the turbo rather than restricting the exhaust valves. That's why you don't get that sort of noise like you get with an 18 wheeler.

The exhaust BRAKE on our trucks works similarly to an exhaust brake on a 18 wheeler, but you are describing an ENGINE BRAKE, not an exhaust brake, two different systems.
The engine brake manipulates the valve opening on a diesel engine, basically turning it into a big air compressor, which causes the increased cylinder pressure to work against the turning of the engine, slowing it down, and the popping noise it makes is the exhaust valves opening releasing the air pressure in the cylinders.
The exhaust brake restricts exhaust flow, either by closing off the variable vain inside the turbo, as on our trucks, or by the closing of a flapper valve in the exhaust system, as on an 18 wheeler style exhaust brake.
