2000 explorer heater problem

2000 explorer heater problem
Hi,
I have a 2000 explorer that has been
to 2 ford dealers and a mechanic due to
heating issues. At a full 90 degrees we get
heat and the blend door is open.
at 83 degrees the blend door is still shut.
The blend door opens and closes with no problems.
The accuator motor has been replaced.
The ATC head is sending the correct signals.
There are no computer error codes.
The truck is running at correct temp.
ANY IDEAS?????
