I recently purchased a 2016 F250 SD from a local dealer.
The CarFax showed it had 2 recalls and I asked them to do those. I was advised that they could not do them because the truck had a flashed in tuner and it has been deleted.
With all that being said, there is no “controller/programmer” device to allow me to make changes.
What do I need to do to find out about the flashed in tuner and how to make changes?

i would reach out to the dealer to have them get in touch with the prior owner to get the tuner. the issue with trying to flash the ecm with a stock tune is it could be bricked and thats not cheap plus you will have issues with a stock tune on a deleted truck. depending on what state you are in the dealer could get in trouble for selling a deleted truck.
Is in not illegal for a dealer to sell a vehicle with an active recall?
depends on the state. In PA the dealer is required to disclose in writing all open recalls. in some cases a recall is issued but the solution could take months to be available. i had that occur with my truck and the steering wheel recall. finally got a notice that i could schedule the recall work.
