I'm not the expert, but if that lever on the new pump matchs the old pump, I'm thinking you don't have the push rod.
You'll want to tilt the lever under the cam lobe and start the bolts then push the bottom of the pump housing towards the block. You should feel the lever make contact and offer some resistance. The last time I installed one of those style pumps was back about 1975.
I believe the lever goes over not under.
Look at the old pump arm and I bet the wear mark will be on the bottom of the arm and if so the new pump will go the same way.

you are over thinking this.
That paper is for any pump install not just that one.
Again look at the old pump arm to see where it was rubbing on the cam and the new pump arm, think both will be on the bottom.
Put the arm on the top of the cam so the arm rubs on the bottom and and put the bolts in.
Dont forget the gasket and tighten the bolts up evenly, little each side till tight.
