Wacky instrument cluster
I have a 2010 F350 with a 6.4 diesel abs a manual transmission. My instrument cluster randomly stops working. When it does this my truck continues to run just fine, but my windows, turn signals, radio, wipers, and cruise control stop working. If I Rev the engine the cluster comes back on. The battery light is on constantly, but the only code I get is high voltage. I am throwing 14.4 volts. I have replaced the starter, alternator, engine harness, ignition switch and sent off the instrument cluster to be rebuilt. So I'm at a loss.

Ouch. If I've learned anything from watching SMA it's that you need to look at a wiring diagram and see if any of the intermittent circuits are fed from a common source -- or even share a common ground.
Failing that, pick ONE of the inop items, say power windows, and start chasing that on the wiring diagrams. Odds are if you can find the fault for one, you find the fault for all.
