depends on where you live some states require you maintain all stock polution equpmiment while others will allow you to modify it if it still performs the same or better then stock. in my state we dont have any emmisions testing so we can go hog wild and even remove all the smog stuff and still be legal. or remove the 2 cat system and replace it with a single cat system and no one cares. check your state laws or call your local muffler shop.

Don't want to be a party pooper, but vehicle emissions equipment falls under Federal law. State law does not apply.
As for '77monster's' problem, you may not see much performance increase by "trying" to remove one cat. The unit is made like that. However, if you are going to keep a cat on the vehicle, you could check a place like Discount Converter. com and look for a "direct fit" replacement cat assembly, which is a bolt up. ($173). The things do eventually go bad and get clogged.
i have a 1987 bii eddie bauer and the hp was terrible. so i decided to gut out the cat. and it did increase the hp but it wasn't really worth the trouble. i took it off and knocked all of yhe stuff out and then called the local parts store for the gaskets between the front pipes and the cat. and guess what? it has been discontinued. like a lot of other parts for my bii.
