you didn’t remove the choke when you rebuilt the carb?

If the cap was removed on the rebuild that wind up spring has to go back in a certian way.
With the cap removed there is a arm with a slot that when moved moves the choke.
The spring needs to go into that slot so it can push & pull on that arem to open & close the choke.
I think I would remove the 3 screws and pull the cap and make sure that spring is in the slot of the choke arm.
Put the 3 screws bake in and before you tighten them turn the cap so the choke closes.
If it is warm out and motor cold dont turn the cap so the choke is closed tight, it should be lightly closed.
