Help Break problems!

I have a 1985 Ford F250 with a 6.9 and I have vacuum but my brakes absolutely suck and my pedal has a hard time returning. I was wondering if anyone knows what my problem is if someone does have an answer I would really appreciate it.

first thing to check is fluid level in master cylinder.
second would be to adjust rear breaks.
if pedal still does not come up after doing both of those, then check pedal return spring.

I did all except for adjusting the rear brakes. What does it take to do that.

They are self adjusting most of the time. You can drive in reverse gear and moderately fast lock up brakes a few times and they should improve. Also you can on the back side of (bacvking plate) they are a couple slots to get a brake spoon in there and turn the adjusting wheel. Sometimes you have to punch the slug out of the slotted area with a punch
