I'll bet the lift has more affect than the tires.
Frontal area is one factor in drag. Since very little air slips under the vehicle, the lift directly increases frontal area. And drag increases exponentially with velocity, so the impact of the lift is even greater as the speed increases. Plus the Ex is not very aerodynamic so I'll bet it has significant drag.
(sorry for the technical stuff... but it's the engineer in me and this is what I went to school for )

I would have to agree with rozett. I currently go to an aviation school out here in Arizona, and we talk about this sort of stuff all the time. While drag increases by a factor of 2 with velocity, power required increases by a factor of 3. So when all that "undercarrige stuff" is exposed, the "flatplate" area, aka everything hitting the freestream, increases. This causes more drag, requires more power, and, you got it...more go pedal! But, like we all say, the NUMBER ONE killer to MPG is the heavy foot(sure is fun though!).

My average around town MPG in the summer is around 15.3 or so.The best I have seen on the Tollway was almost 20. When i tow my racecar to the track , i usually get abest of 13.5 or so...My truck seems to be hit hard by the diesel change in the colder months..The best i have got in the past two weeks has been 12.0.....
