I snapped half the lugs off trying to change my tire and now I'm trying to replace them. So, I backed the pads off the drum, and it rotates freely, I've sprayed it down with deep creep, and I've been banging on the face of the drum with a rubber mallet and the drum will not budge. Is there something I'm missing? Do I need to remove the c-clips in the Diff?

No, you don't need to remove the c-clips to take the drums off.........only to get the axles out.
Depending on how worn the drums are, you might have a deep recess (& lip) caused by the shoes that is still giving you grief even though the drums are turning ok.
But if they haven't been off for a few years or longer, the drums can be unbelievably stuck to the axle face.........so you might have to step up from the rubber mallet & use a heavy steel hammer with a block of hardwood, after the spray/soak.
The trick is to get a very large hammer, and beat IN on the drum around the outside face. In other words you have the center axle, then the studs, and then a little further you have the edge of the drum. Hit very hard all the way around toward the center of the truck on the outer corner. This will try and **** the drum on the axle and will eventually break it loose. You can spray some penetrate around the center where it fits on the axle also.
