No headlights

No headlights
89 F250 diesel
Both headlights are out, all other lights work.
Changed out dimmer switch.
Have 12V to plugs for lamps.
Voltage comes and goes with switch being turned on and off.
Have continuity to negative side
Bought a new bulb just to check no light

I have seen intermittent bad connection in the headlight connector itself
I have seen a bunch of them with a burnt headlight switch connector
I'd pull the headlamp switch and check for a burnt connector first
After you see that, replace both the switch and the connector

Update
issue fixed
Replaced dimmer floor switch
Replaced headlight switch
Lights work
Still confused as to how I had voltage at the lamps that turned on and off with switch operation.
The headlight switch that was in was only 3 years old, had replaced it when the plug burned up.
Regardless problem solved.
