97 f150 electrical problems

97 f150 lights on, horn on.wipers running, wiper washer on and won't start. all fuses good could it be low battery or theft deterrent and if it is how to fix theft device ? bad ground ? short in system? were can I get diagram for electrical ? any help would greatly be appreciated. Thank you also what does RAF stand for. I'm a dummy at heart and 75 yr old veteran
