my brother has a 1996 ford f450 with the 460 engine , he can be driving down the road and it shuts off , let it set 20 minutes or so and starts back , or he can drive somewhere shut it off and go back to start it and will not start until it sets 20 minutes or so no fire when this happens , any ideas?
Historically, this is caused by a bad ignition switch, below the steering column. Could also be a bad TFI module, or a bad connection on your ignition coil.
A starter that is on the way out will also act like this. Crawl under and tap the starter with a wrench or hammer. Worked for me for a year or so before starter left the building.

From what I gather, the engine is cranking fine, its just not starting or "firing". I would not focus on the starting system. Focus on the ignition system. Start with the ignition switch.

That is not 100% clear to me. Which is why I had asked.
If it is turning over, will a bad Ignition switch keep it from firing up? I would start with spark at the plugs and work my way back from there. Then fuel.
You might also want to check the P fuse in the engine compartment fuse box for any sign of overheating, arcing, or for a melting plastic fuse terminals holder.
