F70 = F700
E = 361 2V FT gas V8
U = Louisville Truck Plant
G16782 = 1969 numerical series, August 1969 production
174 = 174 inch wheelbase
L = Dark Green
F704 = F700 gas, 25,500 lbs GVWR, "Except state of PA". (This might be a typo or because of the special order. For this model year, the F700 model code is 22,000 lbs. It does not appear to be a PA truck, see DSO below. Another mystery)

M = Clark model 285V five speed direct transmission

7Q = There is no axle code "7Q". The 7th letter of the alphabet is G, so if that's the "error", it should be "GQ", which is an Eaton model 17121 single speed axle, 18,500 lbs capacity, 6.50 ratio. That would "fit" given your GVWR and 5 speed direct transmission. There are no axle codes that are "number/letter". They are "number/number", or "number/letter" or "letter/letter". Since this was produced as one of the last '69s, I checked 1970--no soap--they used the same patterns. Rockwell axles will have a tag riveted to the housing. Eaton will have numbers stamped above the pinion and also on the driver side front of the housing. Do you have a single speed axle? (red button switch on the shifter = two speed)
D = Ford-Rockwell (Timken) 7,000 lb capacity front axle
22000 = 22,000 lbs GVWR--as noted above, this conflicts with the model code, but your truck was a special order so it may have been ordered with the lower GVWR. Or it's an error. No way to tell.
182 3800 = 182 certified net HP @ 3800 RPM

2041 = Special Order number.
On F350 and smaller trucks and cars you can order a "Marti Report" for details. No such luck on the bigger trucks--those records are gone.
