I updated the distributor to an HEI. I have installed two wiring harnesses. The picture does not show it, but the starter is hooked up to the opposite side of the hot wire. I have the engine to firewall harness left. In my engine configuration, where do I install the new harness. I've attached many photos to help. Thank you in advance.

What exactly do you plan on plugging the harness into? The rest of the under-dash wiring is toast.
If you are just trying to make that thing run. Buy or make a handheld starter button. Hook that to the + side of the batt and to the "S" terminal on the start relay. Run a wire from the + side of the battery to the distributor pour a couple of ounces of gas in the carb and crank away.

The rest of the wire under the dash is toast. That is why I have another harness showing up today for the dash.
