Speedometer on a 48 F1 can it be fixed ?

Speedometer on a 48 F1 can it be fixed ?

My speedometer looks like it will not work, it did not have a cable hooked to it and the pointer is not pointing at zero. Took it apart and you can move the pointer to any speed number, wondering if it supposed to have a spring or does the cable make it work correctly ? I purchased a new speedometer cable and inserted it into the speedometer and tired to turn the other end of the cable to see if the pointer would move and I could not turn the cable at all. So is there anything I can do to fix it or do I need to purchase a new one ? f1butcher
