98 Exp 5.4 4x4. Stuck in a parking lot. Have removed the power steering bolts. Cannot remove pulley- it is seized to the pump. Almost destroyed the rental tool. Problem is the pump seems to be frozen to the block.

The pulley is pressed on the pump shaft, you need a power steering pulley remover/installer tool.
I'm not going to assume anything. If the tool she used isn't working, it's either defective, isn't the right tool or she's not using it correctly. I've done that job thousands of times and that's the tool it's done with linked above. You're not going to just put a new pulley on the new pump without it.
