2000 Excursion will not turn off with the key.
Today armed with a good wiring diagram I believe that it is the GEM that is bad . I started the truck up with the number 15 fuse removed at it started and shut down as well. as soon as I put the number 15 fuse back in I had power at fuse number 30 the PCM relay is getting powered up from the GEM for no reason that I can tell.
I am going to order a new/rebuilt GEM and will report back.

The fuse box diagram I looked up claims the PATS and stop lamp switch(logic) are tied to that fuse also. No idea WTH the (logic) means but I could see the PATS causing some problems if it decided it wasn't happy for whatever reason.
Replacing the central junction box I still have power on c242b, L1 on the ignition switch has power on it all the time. So when I would power up the GEM with fuse it already had power at fuse 30.
It would be like having the switch in start all the time. I will report back after new/remanufactured central box is installed.

Solved OK new GEM mod was remanufactured and no good. it would not turn on the light or roll the windows I put the old one back on and found that the PATS mod was doing it the whole time it was feeding the L1 (on the ing switch ) with power .if I unplug the PATS the problem go's away.
