1999 Low Power until 2500 RPMs Hard/No Starting when cold

Here's what we have tested or symptoms we've noted:
  • Fuel Pressure is above 50 psi at idle and under load
  • NO black smoke WOT acceleration
  • HPOP pressure at 650 at idle
Things said to have been changed by P.O.
  • Injectors
  • Glow Plugs
  • PCM
  • HPOP
  • ICP sensor
  • IPR valve
Any tips on where to look would be appreciated!

Map sensor failed? Boost pressure sensor pipe clogged, and/or the sensor bad?

That could be. They were supposedly replaced with remans, but... I have no idea who they came from or the credibility of the rebuilder.

Seems like I’ve read a quick check for this was just disconnecting the electrical connector. The PCM will then use a default table.

Is this truck new to you? Has it ever ran correctly? What are your ambient temps?

Does it sound like you have a bannana stuck in your tailpipe? If so, you might try unplugging the EBPV on the turbo pedestal and see if it helps.

Yes it is new to us. Never ran as it should since we've owned it, It runs ok, but is just a little lacking in power.

I've tried that for fun just to see. The engine defaults to about 50hp, LOL.

Ok, to update this thread with some MAP sensor numbers.

I have 5V coming into the MAP sensor on Pin 1, However, on pin 2, I have only 0.4V from idle to 1500 RPMs without any changes. So I'm guessing either it's receiving no boost or the sensor is bad. I suppose I could T in a pressure gauge to the hose feeding the MAP to check for boost, or just replace the sensor and see what happens.

Could the problem be wastegate actuator (or maybe the control solenoid) related?

Funny!

Strange though as I seem to recall people with MAP trouble in the past saying it ran much better when disconnected. Maybe my memory is wrong.

Recommend watching MAP on FORScan through the OBDII port. Cheap and effective diagnostic tool - you can check several sensors and get an idea of where things are. Link below:

Perhaps in their case it was true. For my truck, it was enough power to get home if needed, but no way was there enough fuel given to even think about making boost, LOL.

I have disconnected the turbo air charge hose from the MAF sensor and applied air pressure with a compressor and the voltage does indeed change at the center pin, so it's working as it should. I next wondered if maybe the PCM isn't receiving the signal so I connected to the truck with Torque Plus on Android and can see that the signal also changes with the air pressure we applied.

One other thing we noticed is that there is a miss at certain RPMs. Is there anything I should look for related to that?
