The placard of my stock 2020 F350 receiver hitch states max tongue weight: 1520 lbs
I have found a few places on the web that says the max tongue weight rating is based on an “standard” 11-inch hitch length. (measured from end of the receiver to the center of the ball) Can anyone verify that?
I purchased a weigh safe weight distribution hitch that has 16-inch hitch length, so I could tow with my tailgate down (to fit the quad). I’m thinking with the longer length, I have to de-rate max receiver torque to 1045 lbs. I’d like to keep a tongue weight 1500 lbs, so I would need to install a new hitch (really sucks!) with a max tongue weight of at least 2200 lbs.
I do not have that answer, but will say, I added an extension once to add a bike rack, crazy set-up, towed it once. Extension changed the dynamics and TT towed like crap.
I think your reasoning is sound. My ball mount for my WDH has two pin holes. The shortest being rated for 1500 lbs TW and the longest being rated at 1,000 lbs TW.
now …. Specific numbers, I do not have. But I would suggest talking to the maker of the hitch you are looking at and ask them specifically about the length of the drawbar.

Maybe a different option: Get one of those metal 5th-wheel tailgates, you know the ones with the dip in the middle? Leave that extended for the quad (might need to add cables or chains to hold it up at bed-level). Then the dip in the middle will leave clearance for the tongue-jack/tanks/etc.:
