It's under the front bumper near the radiator. Looks like a "little" bit of rust has entered the metal....The name of the part escapes me. But is lower support bar a good guess??

It is called a "Blocker Beam"...

You can take it off and be OK without replacing it. Not meant for structural integrity but more of a safety feature for other drivers in smaller cars and to protect damage to the engine and front suspension.
