Wiring harness trouble I could shake it with the truck running and it would kinda stutter took the harness out and this wire was sticking out a bit there was tape around it could it have been grounding?

I spent the better part of four hours painstakingly replacing the passenger side on my truck about three months ago. You must have the foil wrap and the bare wire in that harness to suppress EMI/ RFI signals.
EDIT... Make sure the foil comes into contact with the bare wire often and completely.
Inspect each wire carefully, serial wrap the bare wire around the wires, wrap good foil around the wire bungle and tape properly. Any gap could lead to improper suppression of stray signals, if that happens you will have issues with the engine. Trust me on this, it may not be you in your truck but I am an Amateur Radio Operator and if I drive by talking you will not be moving anymore. Stray sparks from a poorly grounded gas burner in the ignition system will cause issues as well.
Take your time and do the repair properly. That wire and foil needs to be as close to the plug as you can get it.
Or you could check continuity back to the 42 pin with a multimeter. 20# of force? Those are 16 awg stranded copper at best. 20+ year old 16 awg that's been through countless heat cycles and soaked in motor oil and diesel fuel. 20# would likely pop them like banjo strings.

Continuity is nothing if only 1 tiny strand of wire is making it look ok.
is like saying no leaks on a 6 in exhaust with a 1 inch down pipe is ok

your radio could maybe affect the PCM, CPS signal or IDM input but doubt it could fire a coil unless you have a tesla type which isnt FCC rated for use
