Typically the "black" on bumpers etc is a coating applied by whoever suppliers such parts to Ford. Its close enough to a satin finish if you're refinishing one completely visit you local PBE store, check their color maps and choose one that suits you. Gloss and flat wouldn't match.
Keep in mind whatever color was originally applied will have changed over time being exposed to the elements and might be very difficult to match to the other "black" parts on your vehicle.

If by "the market" you mean the rattle can/spray bomb products from Home Depot et al I have no idea---you'd have to choose something based on the color of the cap of the product. Its possible professional PBE suppliers would have something a bit closer but you'd have to visit them to see what's on hand or available.
