Unless you have reason to suspect the wiring going from the ABS sensors to the ABS Module then you are probably right that the ABS Module is kaput. I have actually disabled my ABS because it is more hindrance than help for me but then I don’t have funny speedo readings.
I found this post in another thread and thought it useful information to have. I believe the GEM's were replaced with a BCM or something like that in 02 maybe, but I would suspect the routing of the signal is going through it rather than straight to the cluster.

The VSS signal is an ABS signal that is fed to the GEM to be sent to the Cluster gauge. With a failed VSS the ABS will still provide a signal to the GEM from the front wheel sensors. There are several circuits that could be shorted causing the loss of speedo and not the gauge itsself. PM me your email if you want the pinpoints to check it out.
Well since y’all were so helpful on my last post maybe someone knows what I can do now. 03 f350 rwd rear abs sensor was bad. Changed it. Worked until I pulled out and now showing code for it again. When this happens my speedometer quits working. Remove sensor and put back in works again. Hit a bump quit working. What should I be looking at. Thanks
bad connector. Look for crushed or pinched wiring along the loom.
