Power Steering pump Leak
Consider the possibility that the seal that is broken may not necessarily be "cone shaped" when brand new. It may conform into that cone shape once seated and tightened, and over time take an irrecoverable set into that cone shape.
The bigger, broken, Oring in your photo might be Ford standard part number 387571-S100, which is discontinued a la carte.
The other, more probable possibility for the bigger, broken seal in your photo might be Ford standard part number 391032-S, which is still available at FordPartsPrime for 86 cents.
The second smaller O ring in your photo might be Ford standard part number 384975-S94, which is still available at FordPartsGiant for 81 cents.
All three O rings listed above used to be available in a service kit, with a part number of E1AZ-3D684-A... which unfortunately is discontinued.
One can find a few of these kits online on eBay, but I looked at every kit on eBay with that part number just now, and each one of them was missing an Oring, even though the kits were advertised as "new" or "unopened". Ironically, a seller said "unopened" in the description, and yet the photo showed a tear in the bag! I thought that was hilarious.
The E1AZ-3D684-A kit is supposed to have five (5) different sized orings in the bag, not just "four (4)". The ebay seller is asking $7 bucks for the kit of 4 seals, plus $5 bucks shipping. So that is an $11 risk to receive a kit that might be missing the very seal you need. In addition to the 3 Orings listed above, a complete kit includes the 387572-S100 and the 389349-S seals. Mention of this last seal gives me pause about the FordPartsPrime listing linked above, as they cross the 389349-S with the 391-032-S, when these are different seals.
Another caution with "NOS" orings on eBay is the AGE of the elastomeric seals, and the conditions whereupon they might have been stored all these years. It might be better to buy from a parts house that has lots of turn over, to assure the freshest stock.
Ford sells another seal kit for the CII power steering pump that is far more comprehensive than the discontinued 5 seal kit, This larger seal kit includes all sixteen seals, a new retaining ring, and an instruction sheet.
Be careful, as the part number for the 16 seal kit is E1AZ-3B584-A, which looks quite similar to the 5 seal kit but for 1 letter and 1 number in the basic part number.
The full monty 16 seal kit E1AZ-3B584-A is still available, and FordPartsPrime sells it for $25 bucks.
Another option is this: The entire metal outlet fitting valve assembly itself that you pulled from the pump is F0DZ-3D654-B, and is available for less than $11 bucks from Ford Parts Giant , and this valve assembly ships from Ford already including both of the O rings shown in your photo.
I have no preference for, or recommendation for, either of the two Ford parts resellers linked in this post. They were selected because they were the first hits on a search for parts availability. I derived all individual part numbers from Ford, via FCSD materials printed over 22 years ago. So keep that in mind as well.

if this is your only transportation I would go to the local parts store and buy a viton oring kit and find something to get by until the seal kit or the outlet fitting arrived.

have a large bin of O-rings and they found 2 that were close...but when I put the hose on and tightened it down snug, it leaked. Just with
atmospheric pressure. You definitely need the exact proper fit on these to get a good seal. Hence buying the kit.
