Can you show us how you are testing it and what your meter your using looks like? It can certainly happen these days with all the crappola parts in the system so I try to test them off the vehicle using a separate power supply and if solid state then a digital hand held meter. It's easier to find a good one and not have to install it just to find out it's no good. I got a brand new window regulator with electric motor for my one newer truck and first thing I did was test it and it failed out of the box so I returned it on Sunday and picking up a second one today and for all I know it'll be the same as the first. Total junk.

I'm testing it while connected to the harness input power (Red arrow) and ground (Green arrow) to the frame, see picture. I tested it with both my meters (Sperry dm-350a and Craftsman 81079) and get the same results.
You asked what else you can try. I can't think of anything other than to return it and try another. Unless you have something deeper going on, which would likely require firsthand troubleshooting. But, like I mentioned, testing it separate from the truck can help isolate and reduce any of those other unknowns. It's just a voltage reducer pure and simple. Sounds like you purchased a solid state device?
I'm not surprised the thing is bad. It's the world of chineseium crap. The solid-state ones are either good or bad. I went thru three before I got one that put out a constant 5 volts. But on the other hand, I had a brand new made in mexico Motorcraft that put out no volts at all. Look at it this way when you find a good one it will probably last forever.
I just got one on fleabay. Daniel Carpenter Mustang Restoration Parts. B9MZ-10804. Verified at 4.95v with engine off. Now my fuel gauge actually reads full when the tank is full.
After trying four different ICVR from two different manufactures and all being faulty I gave up on them and after some research I found a better path forward.
