Losing fuel under load

I have a Brazilian 7.8L that is losing fuel peddle under load. I have replace fuel lines, lift pump, new filter, and change fuel and cleaned tank. All lines are tight and in working order. Any ideas? Could it be pump? It sputters when going up hill and on flat with a load.

I would check fuel pressure, under load, right before the injection pump.
