1965 Rear Drums
They never do. Take a small tooth brush sized wire brush and clean the ~2 inch dia area where the axle stick through the drum. Spray it with PB Blaster, break-a-way or what ever you have then with a BFH (big xxxx hammer hit the back side of the drums lip it should Pop off if not it's rusted good take it to a shop they'll have to heat the drum center and pound it off.
You might find you need to back off the adjuster if it moves but will not come all the way off.
If its a 250 or bigger it might have full float axle there different.
You have to pull the axle and then undo the hub bearings and pull the hub drum assembly as one. The drums pressed on the hub.

1. Use the hammer on the face of the drum as well, just not as hard. That can help break the rust "glue" holding the drum onto the axle.
2. Try heating the face plate where it joins the stud and the axle with a propane torch. Don't use any other torch, you'll warp the metal and ruin the drum.
3. It may take more than one cycle of heating, tapping and Liquid Wrench soaking to get them off.
