Electric or manual parking brakes? Do they not work?

The truck has four wheel disc brakes. There is no adjustment for disc brakes. After the pads (not shoes) are replaced, pump the brake pedal until it is firm.
There may be adjustment for the parking brake. Google it.

There are old fashion star wheels that can be accessed by an oval hole on the back brake dust shield. Jack the rear end up, put it on stands and put the truck in neutral. Spin the wheels. Adjust the star wheel some and spin them again. Repeat until you cant spin the wheels, then back off a bit. Repeat on the other side. Once you are done, back the truck up and apply the parking brake. If you did it right, the parking brakes should stop and hold the truck.

That's correct for the disc brakes. He asked specifically about the parking brake.
