Welcome to FTE.
94 non turbo will be an IDI engine, so i moved your post to the proper forum.
i would test fuel pressure.
it sounds like your lift pump is failing.
TY for the response so i drove over there today where it towed to and the mechanic said it started he drove it and said was suprised how well it drove !! for the year and how old it was i noticed as the the guy was loading on the flat bed yesturday once it wasd on high angle there was fuel leaking out and then stopped once the van was leveled again i had a guy replace the filler neck hose last time it was serviced but i dont think that would have caused the van just shut down when my worker was driving it yesturday and i couldnt get it to re fire and had to get it towed very weird !!
the fuel filter light means there is a restriction in the filter, or low fuel pressure caused by a restriction between filter and tank, like a plugged line or failing fuel pump.
DID YOUR FUEL FILTER LIGHT COME SOMETIMES AS WELL ?
Yes
Kept getting progressively worse until it stalled out and would not restart. When I removed the lift pump, the arm fell out.
Seeing as it ran fine after towing, I'm wondering if there is something in the tank that was floating around and blocked up the fuel pickup, then came free after being towed?
The fuel leak while it was being loaded on the tow truck... where was it leaking? I doubt that is related to the other problem. Could be a hole or loose connection high up on the tank that doesn't normally see fuel. But at an extreme angle the fuel could reach it.

FROM THE BACK OF THE TANK WHILE IT WAS ON AN INCLINE GOING UP THE FLAT BED AS SOON AS THE VAN WAS LEVEL IT STOPPED LEAKING I HAD THE FILL HOSE REPLACED 2 WEEKS A GO SO I ASSUME THEY DIDNT THE BEST ON DOING THAT BUT THATS THE ONLY TIME I HAD IT LEAKED
