Help With EEC Code 96 on a 1991 F250

Hey guys, my 1991 F250 with a 351 Windsor has been acting up recently, I can start the truck and it will run for about 30 seconds before idling down and dying off. Then I have to wait about 10 minutes for it to even start again because it will just crank but never turn over. My battery light came on so I checked out the electrical system assuming I had a bad alternator because the voltmeter in my truck is fluctuating and running on the lower side. But it wasn't my battery, starter, alternator, or even my spark plugs so I did an EEC Key On Engine Off test and come back with codes 96 and 18. Code 96 means: Fuel pump monitor circuit shows no power – Power / Fuel Pump Circuits. My fuel pump turns on in both tanks whenever turning my key and I just replaced my o2 sensor, in-line fuel filter and put a fresh idle air control valve in it as well I replaced my fuel injection relay. I would just assume it is my fuel pumps but I can hear them turn on and It doesn't explain the battery light turning on. Before I start throwing random parts in it has anyone had an issue similar to mine that could give me some advice on what to check or replace?
