As soon as I posted this I saw a video stating exactly what you mentioned. If you go through the scan I saw that you eliminate the function that is for letting you know if a bulb is out. Is thia correct?

I never thought about this aspect but I bet you're right. Because of the low draw of LED, it makes the module think that a bulb is out. And what you're doing in FORScan to eliminate the cluster hyper flash situation is turning the "outage" indicator off.
But as a side note, the hyper flash in the cluster with LED bulbs does not translate to a hyper flash condition when the light is viewed from the exterior. The light will actually be flashing at normal speed from the outside. At least that's been my experience.
