Front leaf spring shackle installation

I started installing my front leaf springs today and I'm not sure about the orientation of the front shackle or how tight the bolts should be.

Should the shackle be able to move freely or tightened to take any play out of it? When I disassembled the front end one side was angled back like this and the other side was straight up and down at a 90* angle to the frame.

Can anyone supply me with the torque specs for the leaf springs and shackles? My service manual doesn't have them.

What year and series (F100/250/350, etc.) is your truck?

Really doesn't matter how tight as long as they are tight.. The bolt is what turns inside the bushing. make sure you grease it good.. Make sense??

I've never really messed with leat springs before, I wasnt sure if being too tight would cause them to bind and not move. I did pit some antisieze on the bolts , I can pull them out and grease them if that works better.
