Rear leaf shackle problem??

Just installed 22415s in the rear of my excursion. Snuggling up the bolts to put the tires on I notice they are extended. Is this a problem? With the old leafs they were vertical. Did I put the leafs on backwards? Are these just designed shorter and as it compresses with the weight of the vehicle it will normalize? Gonna go ahead and put the tires on and put the weight of the vehicle on the springs and see how it looks. Any help is appreciated.

I normally leave suspension bolts loose until the weight of the vehicle is on the tires. Then torque everything down.

I’d loosen everything up a bit, set it down and see what it looks like.

That's just what the shackle does when the rear end is a full droop. You had the vehicle jacked up / supported by the frame, not the suspension. Either put the tires on and put it back on the ground or jack it up from under the rear axle and they'll go back to a more vertical position.

They went vertical and more normal when the tires got put on and off the jacks like you said. Unfortunately as I was doing that I noticed the left rear shackle I put the bolt through the wrong side and it was hitting the frame I just got it all finished, torqued up and did a test drive. Rode nice. Front and rear sway bars disconnected.
27" from cent hub to the fender arch both sides.
I will get to the front springs at the end of the week when I get back from Maryland.

One thing I noticed is the shims don't to appear to have done anything to the angle of the pumpkin.

Did you measure the angles before and after? Your smart phone has an app for that, no need to go buy an angle finder or anything. The shims are 2 degree shims, you're likely not going to notice that just looking with the naked eye.
