2011 no speedo

I'm working on a 2011 f350 6.7 4x4.
truck came in with speedo not working and abs,brake, and traction control lights on and check brake warning message. Truck has both front wheel speed sensor codes, a previous shop had put new wheel speed sensors in, so I started with ohming the wheel speed wires back to abs module and everything checked out so swapped ABS module and same thing. The really strange thing is on the IDS in the PCM pids VSS reads 148mph all the time even with the diff sensor unplugged. But if you looks at ABS pids all 3 wheel speed sensors read 0mph even rolling down the street. Also had a spare PCM so I swapped it in and programmed it and same thing. I'm wondering if it's a cluster issue but I can't find a diag routine for a cluster causing wheel speed sensor codes. The only procedure I found for the codes it has was basically checking the wiring from the ABS module to the wheel speed sensors which all checked out fine.

I would think the VSS sensor in the trans is at fault. If you have an oscilloscope, you can probe it and you should see a nice square waveform that changes in frequency with RPM.
