few 5th wheels have safety chains. based on DOT regulations safety chains are not needed. of course there is the caveat that state laws may vary as well manufacturer recommendations about having chains.

What kind of hitch was the truck you saw with safety chains using?
There is a hitch made by Andersen hitches called the Ultimate Fifth Wheel Hitch that uses a ball mount with an adapter to hook to a 5th wheel trailer.
Many states require safety chains on any hitch that uses a ball hook up, so maybe that is what you saw.
On my RAM that I used to have, I used one of those hitches and had safety chains on it.
Standard 5th wheel hitches don't normally have safety chains, and aren't required on them by any state.
A standard 5th wheel hitch with the locking jaws and king pin do not require chains.
There are other 5th wheel setups that fit goose neck hitches. Most states do not require chains for goose necks, but some do. I have this setup and I run chains because I'd rather be safe than sorry and not have to worry about which state I'm in, their local laws, etc.
