New fuel filters purchased straight from dealer installed, rigorous priming procedure completed. Installed new lower filter, key on/off cycled about 15 times until no air could be heard. New engine mounted filter installed, same key on/off procedure. Started it up, no change.

Nothing loose or leaking as far as I've been able to find. I'm thinking possibly coming from the turbo? Or maybe from the CP4 because one of the metal fuel lines has a vibration you can feel with a screwdriver.

Wish I had better ideas but hard to say. If you don't have a mechanic stethoscope they are worth their weight in gold. I would think if it were the turbo itself it would modulate and not be a constant noise. Do you have a competent diesel shop in your area?(and I don't mean a Ford dealer).
It sounds like it's coming from the area between the fuel filter and turbo, might end up taking it to ford, I have about 2 weeks left on my 150,000 mile warranty.
Are there any valves that open about 20 seconds after high idle start? Maybe the vgt vanes on the turbo? I ordered a new lower filter housing on the off chance mine is cracked or leaking. Forscan shows that desired high-pressure fuel = actual high-pressure fuel at idle/high idle/ while driving. Low-pressure fuel is about 400 KPA actual and about 600 KPA desired- thinking this might be playing into the noise but not 100% sure. No stored or pending codes and all injectors reading good. Balance rates all within 0.1 MG of each other which steers me away from the CP4 having a problem.
