Its possible the turn signal / emergency flasher assembly mounted under the steering wheel has a short that is causing your problem ? They are integrated . I had to replace mine about 5 yrs ago due to its failure . Id consult a wiring diagram and verify whats going on before you start changing parts . All the systems you mentioned use common circuits . Its always best to verify the problem first .

I don't know if this will help, this info is from a 94, but wouldn't think there would be too many changes there.
When the Hazard switch is ON, the 12 volt line through the brake light switch is disconnected from the brake lights at the Hazard switch part of the multifunction switch.
Verified this on mine, when Hazard is ON, pressing on brake has no effect at all. The only place these two circuits come together is in the Hazard switch area of the multifunction switch. Possible some adjacent wires a bit bare at the switches connector in the column, or replacement switch has problems?
Sounds to me like it is hunting for a ground point,so, you must have bad sockets........or.........a defective turn signal switch.
