Brake Controller Voltage

Using the integrated brake controller on my 2016 F-350 brake controller I am only getting 11.89 volts back at the adapter by the bumper. When measuring the amperage with the RV hooked up I’m getting less than 12 A. When I pull the disconnect switch on the trailer I get greater than 12 A as the battery voltage is adequate and should eliminate the actual trailer brakes being the problem. I measured the voltage coming out of the brake controller and it is 13 V so seems like there’s no problem with the brake controller as it can also be adjusted down to less voltage with the gain control. Main question I am asking here is after the blue wire comes out of the brake controller does it runs through any other components or does it run straight back to the rear bumper? I’m thinking about splicing another 12 gauge wire behind the controller and running it back to the rear bumper as I’m having some kind of voltage drop going on in between. I have already checked the wire going into the rear bumper connector and still had less than 12 V with the trailer connected.
