wait to start light does not work
If you're hearing the clicking then I'd rule out the g.p. controller and relay as it sounds like they're doing their job. I quote from Ford Tech. manual:
Indicater Lamp is not illuminated when it should be:
1. Open in Bulb
2. Open circuit to controlling component.
3. Open power circuit.
To test:
1. use DVOM to determine continuity of bulb.
2. use DVOM to determine continuity of wire from indicator lamp to ignition switch. use DVOM to determine continuity of wire from indicator lamp to fuse.
3. use DVOM to determine continuity of wire from indicator lamp to controlling component. If good check resistance of component.
I think you just burned up the "wait to start" bulb. If so, you have to replace the whole module. I used to have the Ford part # but can't find it. I'll keep looking.

I just re-read my previous post and tests #2 and #3 should be switched to line up with possiblilities #2 and #3.
There's no guarantee I'll find the part #. Anyway, you really need to pull the lamp module and run continuity checks on the bulb(s) to make sure that is what is wrong.
You know, I THINK the Ford part# may be molded into the plastic of the module but then there aren't too many parts at the dealership parts counter which could be mixed up with the lamp module if you take the old one with you and describe what you're looking for.
