What sort of difference do you notice? One hour or more? Could it be due a USA time-zone issue?

I posted a test post in the test posts forum. My time here in Winnipeg Manitoba Canada was 10:42 AM CDT for the post.
Time stamp shows 3:42 pm.
This post is 10:45 AM and the time stamp is 3:45 PM.
