Rust in Engine Compartment

This is kind of hard to explain, since i have never owned a diesel before, and don't know a whole lot about them. I have a rusty pipe. i can see where the paint is flaking off and the pipe is rusting. this is the difficult part. the pipe comes out of the block goes around the left side of the alternator and connects to a rubber hose. i think this probably goes to the water pump, right?? anyway, here is the issue. i took it to the dealer and they asked me if i wanted it replaced or if they could just paint it. of course i want the darn thing out of there and a new one in. a couple of days later the dealer calls back and says that they are not going to replace it, but only paint it since it would be too labor intensive and they don't want to ruin the factory seals. what seals?? and how labor intensive can it be to loosen the belts, take out 2 bolts and loosen a hose clamp to pull the pipe out and replace. i called Ford, and i was fortunate enough to get a new to english representative that called HERSELF a diesel specialist.

so here is my question, has anyone else had this happen? don't you think ford should honor the warranty on this one? or does someone have some other advice on the subject. thanks for your help and input.

This is a heater hose. The dealer has ordered new pipe and is replaceing mine. I don't know how necessary replacement is but they want to. If it bothers you, I would insist all the way up to the manager. I might be better to paint it so you don't disturb everything else.
