Engine issues

Just rebuilt my 351m and hooked everything up, broke it in an went to tune, at 10 deg timing it runs sluggish, 14 deg it runs smooth. Hooked up the vacume gauge and it's sporadic bouncing from 10-15hg at idle, under load it sits at 15-17hg..valves are good to go, no leaks on the carb or intake..my only thought is distributor? It's original from 1981.

Did you use a new or the old harmonic balancer? Did you happen to buy one of those fancy timing sets with the 3 different keyways? If you did, that went ok on installation?
